Akimat of Aktobe region has the task to develop roadside service on "Western Europe - Western China" corridor section. Land plots are given to Investors.

A little more than 700 km of "Western Europe - Western China" International Transit corridor pass through the territory of Aktobe region. This section of the route is already working: Aktobe - border of Kyzylorda region (565 km) section was commissioned in 2011. This is the first Kazakhstan section of transit corridor. And in October 2013 traffic was open on "Aktobe - Martuk - border of Russian Federation (to Orenburg)" reconstructed road with the length of 99 km. A month later "Northern bypass of Aktobe city" (39 km) was put into operation allowing heavy transit traffic to go around the regional center.

In June 2016 the intensity of traffic on "Western Europe - Western China" section passing through the territory of Aktobe region, averaged 3,200 units per day. Thus, for example, on the Aktobe - Khromtau route transport stream is about 8,000 units per day. By 2020, it is projected to increase cargo traffic by 2.5 times. The route with such volume of traffic requires the development of roadside service facilities network.

At present time on republican roads, passing through the territory of Aktobe oblast, with total length of 1894 km there are 106 roadside service facilities, including 34 gas stations (petrol stations), 63 food service areas, 25 hotels and 22 service stations. However, as noted in the regional Akimat, most of these facilities do not meet the requirements of national standards and they are not able to fully ensure services the international transit transportation.

"Public highway. Requirements for roadside service facilities and their services" National standard itself was approved and put into effect in October, 2014. The document classifies facilities according to their composition and types of services into categories A, B, C and D. It was found that in Aktobe region, there are only 10 facilities corresponding to the categories of National standard. Of theme one facility is of category B; 5 facilities are of Category C and four facilities of category D. Many existing facilities shall be modernized in order to meet the requirements of national standards. Transitional period of three years is stipulated for them.

As for the new roadside service facilities, the akimat of Aktobe region developed a map of their placement, which identifies priority points under construction. It provides for the construction of 46 facilities in the region, 21 of which shall correspond to categories A and B. They are already in plan approved by Akimat for the construction of roadside service facilities along republican roads until 2020. To obtain land for construction the entrepreneurs shall apply to the Akimats of districts and of Aktobe.

"Roadside service - is a priority direction in business. Fairly new, but promising. Therefore, entrepreneurs who are planning to work in this sector can count on the support of the state program "Road map of business-2020». For example, they have the opportunity to take advantage of two instruments of state program: interest rate subsidies and guarantee through the Entrepreneurship Development Fund "Damu". Business development on the "Western Europe - Western China" road is very important for our region. A large logistics flows through the Aktobe region. And great opportunities will open in the field of roadside service for small businesses", - says Anar Darzhanova, head of business management of Aktobe region.

At present, facilities in Aytekebi, Martuk and Khromtau districts are already commissioned. All of them are located along the "Western Europe - Western China" highway in the sections of:

"Border of the Russian Federation (to Samara) - Shymkent" - 46;

A-22 "Karabutak - Kostanay" - 5;

A-24 "Aktobe - Russian Federation border (Orenburg)" - 5;

A-25 "Aktobe - Russian Federation border (Orsk)" - 7;

A-26 "Kandyagash - Irgiz" - 2;

A-27 "Aktobe - Atyrau" - 41.

In the current year it is planned to launch another 12 new facilities, the amount of investments - 1.15 billion tenge. It is expected to create about 130 jobs.

For example, on 764 km of "Samara - Shymkent" (near Aktobe) highway it is planned to construct a complex of category A. In the section of ​​three hectares area a hotel with 25 rooms, a cafe with 60 seats, service station, bath and laundry plant and petrol stations will be constructed. 45 people will be engaged. Cost of the project is 270 million tenge. It is implemented in the framework of public-private partnership. Putting into operation of the facility is scheduled for the end of 2017.

Action plan has been developed in order to attract businesses into roadside service in Aktobe region where step by step procedure is described from getting land plot till full commissioning of facility. Entrepreneurship Development Centers, which operate in each district of the region, assist in the implementation of projects. socio-entrepreneurial corporation "Aktobe" (SEC) is providing great support to entrepreneurs in this area.

"It is necessary to create roadside service cluster of class A in Aktobe region along the routes of international and republican values. It will include complexes with hotels, cafe, gas stations, parking lots for cars and trucks. It is necessary to develop this business. But what are the problems entrepreneurs face in the first place? It is the purchase of land and preparation of all necessary documents. It is necessary to invest directly in the business a lot of money. That is, it has two barriers: money and time. We remove those barriers. SEC provides ready and formed sections for the entrepreneur. Initially, we speak as a businessman partners. The entrepreneur shall only invest in the planned construction. And only when he gets up on his feet and his business will start to bring a tangible return, we come out of the game, giving the enterpreneur the right to buy our share in company. Business support in this case is quite weighty - no need to invest a lot of money initially. There is government support under the program "Business Road Map 2020". SEC is one of its instruments"- says the chairman of the SEC "Aktobe" Mr. Kairat Bekenov.

According to Mr. Bekenov, SEC "Aktobe" is ready to provide businessmen any land plot along the "Western Europe - Western China" international road.

"Pretty unpleasant to hear when transients drivers are not very complementary about the service at Aktobe section of the "Western Europe - Western China" road. We must create such conditions that tomorrow truck drivers will say everyone that on the way we have all the conditions for relaxation, good food; you can safely leave at night vehicle with cargo in the parking lot. Therefore, our entrepreneurs will earn good by creating jobs and deducting taxes to the budget. This market is definitely in demand"- says Kairat Bekenov.

As planned by the akimat of the region roadside service facilities shall form complexes along the routes, and not be located separately. If the selected land plot will be used not for its intended purpose, it would be exempted from entrepreneur. Oil and Gas National Company "KazMunayGas" (KMG) bought 10 land plots from Aktobe to Almaty and Khorgos on the "Western Europe - Western China" road, where it plans to build a gas station in a complex with service facilities. In addition two roadside service facilities KMG will build on the territory of Aktobe region.
