Today, a briefing on the implementation of road projects in the framework of the "Nurly Zhol" State program and the 58 steps of the Nation Plan was held at Central Communications Service Platform.

To connect cities under ray principle implementation of 11 road projects is stipulated by “Nurly Zhol” state program of efficient and high quality transport communication. For their implementation funds are allocated from the National Fund and the Republican budget. Also, work to attract loans are being carried out. As a result of the implementation of projects 7,000 km of roads will be transferred to the I and II technical category. Overall, 200 thousand working places will be created during reconstruction in peak period of 2017-2019 at all projects. All domestic producers of cement, road bitumen, inert materials, as well as reinforced concree products will be involved fully for project implementation.

Deputy Chairman of the Committee for Roads MID RK Mr. Amangeldy Bekov in its report said that in the current year for the construction and reconstruction of roads of national importance 302 billion KZT were allocated. The length of roads covered by construction and reconstruction will make up 1.7 thousand km.

According to the results of 2016 it is planned to open passage throughout Western Europe – Western China transit corridor, Beineu – Shetpe, Astana – Temirtau, Almaty – Kapshagai, Kapshagai – Taldykorgan sections and also to complete construction of bridge across Irtysh river. The total length of all projects is 1000 km.

Separately, the question of loan attraction in 2015was raised. An agreement was reached with the major international financial institutions like the IBRD, EBRD, ADB, IDB to finance Center-South and Center-West, also Zhetybai-Zhanaozen Uzynagash-Otar projects. In order to attract loans for Center-South, Center-West and Uzynagash-Otar projects in 2015 feasibility studies were developed.

In turn, Deputy Chairman of the Board of "NC"KazAvtoZhol” JSC Mr. Ulan Alipov in his report informed about the implementation of 58 steps of the Nation Plan. Including road maintenance, implementation of toll for it and development of roadside service. He noted that the company has  the task not only to construct the roads, but also it is required to maintain them qualitively. Currently, about 13 bln KZT is allocated for the road maintenance, although according to the standards of funding annually for the road network maintenance is required 45 billion KZT. It is planned that the road maintenance will be carried out from funds obtained from toll collection on toll roads.

According to Mr. Ulan Alipov, introduction of toll on the roads will be carried out only in those sections where reconstruction and capital repair works are carried out. In 2016, the toll system will be introduced on the roads of Astana - Atbasar for trucks and Kyzylorda - Shymkent for all types of vehicles.

At the same time, the roadside service development issues were touched. In October last year as part of 58 Steps implementation of the Nation's Plan the Company was authorized to develop roadside service. National standard is enacted seting the requirements to the service facilities.

According to Mr. Ulan Alipov, the "Nurly Zhol" State program of infrastructure development until 2020 has the task to construct and finish equipping of 260 service facilities. At the end of 2015 22 service facility were put into operation. In 2016 it is planned to put into operation 26 service facilities along the roads of national importance.
