REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Country: Republic of Kazakhstan Project: Transit Corridor "Western Europe- Western China", CAREC 1b, "East-West" Project Loan No.: 8156-KZ Project ID: P128050 Assignment Title: Strategy for toll road principle implementation Reference No. as per Procurement Plan: EWRP/CS-02-2014 The Committee for Roads of the Ministry of Transport and Communications of Republic of Kazakhstan (further – Roads Committee) has received financing from the World Bank toward the cost of the East-West Roads Project (Almaty-Khorgos Section), and intends to apply part of the proceeds towards consulting services on development of toll road principle complex strategy. The consulting services ("the Services") are aimed at improvement of the road management system in Kazakhstan. The assignment envisages development of complex strategy for payment collection in relation to "Almaty-Khorgos" road section, as well as its implementation. The Almaty-Khorgos road is critical to the Western-China / Western-Europe road corridor. Currently a two lane 355km infrastructure, it runs from Almaty to Khorgos –the main road border post with The expected completion date for the civil works is set to 2016. The consultant is required to advise the Ministry of Transport and Communications, Road Committee and National Company "Kazautozhol" and to develop a comprehensive tolling strategy for the Project (Almaty-Khorgos segment) that would, among others, consider the following broad issues: (i) Charging technology: a review of the trends in technology and recommendations on: How the road user charge will be collected on Almaty-Khorgos section to generate income? Which of the technology options for road user charging to apply (after review of the existing Intelligent Transport Systems (ITS) in (ii) Operations: advising the Client on the operational and administrational functions to meet policy objectives and business needs. What is the most efficient organizational structure of the tolling system? How road users will pay the charges? How the system will be maintained and improved? If deemed appropriate, how the user account registration and management will be implemented? What should arrangements be for payment service and customer relations? The consultants are required to advise on operational management of the system to ensure adequate maintenance of facilities and equipment, to detect problems, and report system performance to the CR, MoTC, and other agencies concerned. How data and information management should be implemented? What should the appropriate tolling rate to recoup costs for operation and maintenance be (see (iv) for more on differentiated tariffs)? (iii) Tariffs: The Client is tasked to find the best solution possible to generate revenues from users of the new roads. The consultants are allowed to consider a while range of options including adjusting the tariffs and the various classifications of the different users, the amount of the tariffs and various programs that could be associated with it etc. (iv) Enforcement of user compliance: Since compliance is critical for the revenue collection and financial stability of the services provided, consultants are required to advise on how compliance will be enforced: what enforcement and control mechanisms to apply? What legal and regulatory framework is needed (based on review of the national legal and regulatory framework)? (v) Social dimension: a review of the road-users' willingness to pay. How the tolling system can be introduced and get public support? What appropriate charge level for different stakeholder groups should be? How to mitigate the negative impact on certain users, especially those living along the alignment (geographic location) and particular socio-economic groups (poor, the bottom 40%)? (vi) Implementation Plan: offer potential implementation models, thus, it is necessary to develop the detailed design, which include estimation of implementation cost and engineering solutions on tolling arrangements, as well as represent the Client at the process of design approval by State Expertise for positive conclusion. (vii) Conduct training and present the deliverables during the workshop to key concerned parties and decision-makers. The Roads Committee now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Company profile, organization and staffing; Details of experience or similar assignments undertaken in the previous five years, including their geographical locations. The attention of interested Consultants is drawn to paragraphs 1.9 and 1.11 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest and eligibility. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. All the members of the joint venture shall be jointly and severally liable for the entire assignment. The experience of sub-consultants will not be considered while short-listing. A Consultant will be selected in accordance with the Quality and Cost Based Selection method (QCBS) set out in the Consultant Guidelines. Since the assignment requires the participation of national experts the Client encourages association with qualified firms in the Client's country.
