Dear Rafael, according to SNIP RK 3.03-09-2006 "Highways" classification of roads depends on the estimated road traffic, its national economic and administrative values. While preparing design and estimate documentation for the mentioned section, traffic density was certainly taken into account, which in turn directly affects the technical classification of roads and road category and number of lanes.
