The roadside service facilities along the "Western Europe - Western China" corridor

Today, along the "Western Europe - Western China" corridor there are more than 400 roadside service facilities. 20% of them meet the national standard, and they are mainly gas stations.

Until 2020, it is planned to construct and transform 46 facilities along the "Western Europe - Western China" corridor. To date, perspective layout of service facilities and roadside service development program until 2020 were developed and agreed with local executive bodies, including the commitment of all stakeholders, such as the regional akimat, the National Chamber of Entrepreneurs, PDF "Damu" and JSC "NC" KazAutoZhol". The works with the center of public-private partnership is being conducted. This will increase the transit potential of the international corridor, create new jobs, raise the economic activity in the regions, give full support for business to develop service facilities, and also have a multiplier effect on the development of the road sector as a whole.

Construction of service facilities along the WE-WC will be funded by the private sector.

According to Item 3 of clause 8 of the Law "On highways", the construction of roadside service will be carried out according to national standards of the Republic of Kazakhstan, developed by JSC "KazDorNII". According to the Standard, the complex roadside service facilities, depending on their composition and types of services provided by them are divided into categories “A”, “B”, “C” and “D”. It is planned to construct all 4 categories of complex roadside service facilities along the "Western Europe - Western China" corridor. The complexity of the road service facility of relevant category is recommended to be taken based on the level of estimated traffic volume - road service facilities of category “A”  - more than 7000 vehicles/day; - road service facilities of category “B” - more than 1,000 vehicles/day; - road service facilities of category “C” and “D” - more than 100 vehicles/day. The roadside service facilities of category “A” are multifunctional road service complex, including different types of road user services and occupying the same territory. The road service facilities of category “B” are designed for long rest breaks, offering a wide range of services of road service facilities. Roadside service failities of categories “C” and “D” are designed for short break to rest and meet the urgent needs of the road users.

According to clause 29 of the Model Regulations of construction, approved by Order of the Minister of National Economy of RoK dated 20 March 2015 No. 238, the decisions on allocation of land plots for placement of road service facilities in roadside strips or facilities outside of it are accepted by local executive bodies when it is required to have the access to them.
