Under the chairmanship of Mr. Askar Mamin, the First Deputy Prime Minister of RoK, teleconference was held on issues of republican and local road network development, and also under roadside service facilities, informs BNews.kz.
In November 3, 2016 teleconference took place in House of Government under the chairmanship of the First Deputy Prime Minister of RoK – Mr. Askar Mamin on issues of republican and local road network development, and also under roadside service facilities.
The First Deputy Prime Minister A. Mamin emphasized that ensuring of appropriate quality of local highways is a priority task of sector. In this regard, it is entrusted to regions to increase financing from the local budget to development, repair and maintenance of local roads in the following 2017 year.
Following the results of 2016 reconstruction of 924 km of republican highways is complete.
Up to the end of this year the traffic will be open throughout "Western Europe –Western China" corridor, on "Center – South" corridor sections: Astana – Temirtau and Almaty – Kapshagay. In the West “Aktau – Beyneu” road will be open for traffic. Now the highway Kokshetau – Petropavlovsk is open. Bridges over the river Tobol in Kostanay and over the river Irtysh in Pavlodar region are put into operation.
In current 2016 the overhaul, average and current repair works were carried out on 1200 km of republican highways.
In 2017 it is planned to reconstruct more than 2000 km of republican highways and to put in operation 555 km, including 208 km along "Center East" corridor, Kapshagay – Taldykorgan – 24 km, Beyneu-Aktau – 230 km, Korday bypass – 40 km, Oral-Kamenka – 27 km and Aktobe-Atyrau – 26 km.
"We also plan to start reconstruction of new sections of "Southwest bypass of Astana", Zhetybay – Zhanaozen, Beyneu – Akzhigit, Kostanay – Denisovka, Taldykorgan – Ust-Kamenogorsk, Kurty – Burylbaytal, etc.", - reported the Vice-Minister.
During the meeting questions of local rod network development were considered. Total length of local road network in Kazakhstan is 72,8 thousand km. Road repair works on local network are consucted on more than 2 thousand km of highways today, including construction and reconstruction of 130 km, overhaul and average repair of 1884 km.
At the same time it was noted that "in the Akmola, Aktobe, West Kazakhstan, Kostanay and Pavlodar regions insufficient financing from the local budget is observed.
Concerning roadside service facilities development it was noted that in recent years there is steady tendency of increase in a cargo transportation at the level of 6% annually on republican roads.
On the basis of regional action plans in December of this year "KazAvtoZhol" plans to submit for consideration of authorized body the draft of Roadside Service Development program till 2020, including development of priority projects of road service and upgrade of the operating facilities where more than 20 thousand people work.
Summing up the results of teleconference the First Deputy Prime Minister of RK Askar Mamin noted: "In 2016 considerable work on modernisation of road infrastructure of Kazakhstan is conducted".
At the same time, he gave a number of instructions. Ministry for Investments and Development of RK together with local executive bodies and JSC NC Kazavtozhol to provide timely commencement of construction works in 2017, till April 1, 2017 to approve road service Development program along international and republican highways till 2020 and the Action plan on its implementation.
Today about 2,5 thousand separate service facilities function in the republic, generally it is gas station and markeetplaces and food service areas, 80% of which do not meet the requirements of the approved standards.
According to "Nurly zhol" Program till 2020 priority 260 service facilities conforming to the standard will be placed on the main highways.
