The Minister for Investments and Development, Zhenis Kassymbek, stated this at the republican meeting on the issues of improving the efficiency of transport and logistics infrastructure, held on January 30 this year chaired by the First Deputy Prime Minister of the Republic of Kazakhstan Askar Mamin in Astana.
According to the Minister, in the context of growing competition, Kazakhstan needs to ensure the efficiency of the functioning of the existing transport and logistics infrastructure.
The Head of State set the task to massively introduce the modern digital technologies in transport and logistics in his Address “New Opportunities for Development in the Context of the Fourth Industrial Revolution”.
The Ministry is working on introduction of the modern systems that will improve the management of transport and passenger flows, enhance the safety of traffic and increase the speed of traffic.
So, step-by-step integration of vehicles, infrastructure, users and information and communication technologies is carried out in the frameworks of multi-component project "Intelligent Transport System", the integration of vehicles, , users and information and communication technologies is gradually being implemented.
In the road sector, the Road Asset Management System is being implemented to optimize road life cycle costs by eliminating defects at an early stage.
In the field of aviation, paperless paperwork on E-freight cargo air transportation and a system for collecting and processing data on air passengers are introduced.
The Minister stressed that digitalization in transport is impossible without the active participation of the business. According to the research, digitalization increases the company's profitability by almost one third (26% - G.Westerman, D.Bonnet, A.McAfee, Leading Digital: Turning Technology into Business Transformation, 2014).
In this regard, companies are intensively investing in the development of network infrastructure and adaptation of the business strategy for advanced IT capabilities (according to the American company Kerravala Consulting, since 2015 the annual investment in the expansion of the capabilities of IT infrastructures is at least 12 billion US dollars).
Transport organizations also need to actively implement digital technologies in business processes, with the exception of traditional approaches and manual control methods.
We also plan to continue actively to fulfill the transit potential in the future to remove physical barriers related to the quality of the infrastructure.
As Yermek Kizatov, the Chairman of the Board of NC KazAvtoZhol JSC noted in his speech, the economic effect from the introduction of ITS will be 450 billion tenge by 2021.
"KazAvtoZhol" has already started implementing a number of measures aimed at digitalization of the transport and logistics sector. In particular, measures to ensure complete registration of traffic intensity, speed control and regulation, digital identification of geolocation, traffic video monitoring, automated weight control, weather and road weather forecasts, automation of planning processes for repair and maintenance of roads.
"For a full-fledged digital transformation, it is important to integrate the proposed ITS with systems such as the Road Asset Management System (RAMS), the Automated Measuring Means System (AMMS), the Emergency Call at Accidents and Disasters System (ECAD), as well as with the international digital IRU platforms, GoogleMaps and YandexMaps ", - Mr. Kizatov said.
