On the 28th of June, 2011 in Shymkent there was a meeting for discussion of the matter of the progress for implementation of the Project “Western Europe-Western China” with the participation of Mr. Berik Kamaliev, Minister of Transport and Communications of the RK. Mr. Askar Myrzahmetov, Akim of the South-Kazakhstan Oblast, participated in the meeting, as well as Project Managers of the Contractors, involved in the implementation of the project of this region.
In his speech Mr. B. Kamaliev, the Head of the Transport Department, mentioned that on the 24th June 2011, there was a meeting of the Governmental Committee for Modernization of the Economy, headed by Mr. Karim Massimov, Prime Minister, where they heard about progress of the Project implementation “Western Europe-Western China”.
Till date the main problem matters are purchase of land plots, affected by right of way, and certification of quarries. There have been 886 land plots unredeemed so far. For those roads, where the works are in progress, 130 land plots out of 847 are unredeemed.
As it was mentioned, showing of activity from local executive agencies are required here, as claimants are just Akimats. The second, one more important matter, is the period for execution of rights for the use of land resources for quarries. At present execution of rights for the use of land resources is required for 194 quarries at the implemented road sections, out of which for 152 quarries the procedures are executed since 2010. At present only for 18 quarries the final procedure of contract approval is carried out for extraction.
Mr. Zamir Saginov, Chairman of the Committee for Roads of the Ministry of Transport and Communications of the RK, made his report, regarding Project implementation “Western Europe-Western China”.
Reference. Overall 448 km have been subjected to reconstruction throughout the territory of South-Kazakhstan Oblast for the Project “Western Europe-Western China.
At present construction works are carried out for 6 road sections, starting from the Border of Kyzylorda Oblast with total length of 224 km (“Dena Rahsaz”(Iran), JV “Copri/Seiser” (Kuwait/Kazakhstan), “POSCO Ltd” (Korea), “Sinohydro Corporation Limited” (China), “Kukdong Ltd” (Korea) and JV “Azerkorpu/Tepe” Azerbaijan/Turkey).
Summarizing the results of the meeting, Minister of Transport and Communications stressed that for successful Project implementation joint actions of Contractors, local executive agencies, as well as stakeholders of other departments, are required. Also decision, regarding establishment of operative headquarters for solving of occurring problems, has been made, which will meet once in 10 days.
