 On July 13, 2011, Mr. Berik Kamaliyev, Minister of Transport and Communications of the RK, conducted conference calls regarding matters of plan implementation for maintenance of the highways of the republican importance, as well as the Project ‘Western Europe – Western China”. Administration of the Committee for Roads, directors of the Republic Departments, RGI “Kazakhavtodor”, Contractors of all regions participated in that conference.
 
During the conference administration of the Committee and Regional Departments reported about current status. Matters, regarding implementation of time schedules, purchase of land plots and certification of quarries, have been discussed.
 
Minister Berik Kamaliyev has instructed Regional Departments to intensify work with poorly performing Contractors regarding permanent control for execution of time schedules, and, in case of urgency, involving mechanisms of external management of the company. In some cases even measures for removal of negligent Contractors should be taken. At present there are such companies, including: Contractors «Kukdong», «Akkord/Okan» and “Impresa”, involved in the Project “Western Europe – Western China”, as well as “Atyrau Zholdary” LLP, executing reconstruction of the highway Beineu – Aktau and Uralsk - Aktobe. Regarding these companies, Minister Berik Kamaliyev instructed Mr. Roman Sklyar, Vice Minister, who supervises the Project, in a week to make decision for elimination of problem matters.
In addition, attention was paid to insufficiently effective work of Consultants and Engineer’s Service.
Reference: In the current year 221.5 billion KZT have been provided for road development. Considering the funds provided the maintenance-rehabilitation works has been planned to execute for 2 181 km. For construction and reconstruction 41billion KZT have been provided, out of which for the first half-year 18.2 billion KZT have been disbursed, it is 100 % to the target of financing. Overall 359 km are planned to put into operation to the end of the year.

For the Project “Western Europe –Western China”, till date, out of 2452 km, subjected to reconstruction, the construction works are in progress for 1615 km. As per status for July 13, 2011, 11.0million m3 of roadbed, 292 km of subbase, 262 km of base course, 228 km of asphalt concrete base and 58 km of cement concrete pavement have been arranged. More than 5 thousand units of equipment have been mobilized, 31056 people have been involved in the Project, including 30572 of Kazakhstan people and 484 of International Specialists.
