CTV. Today at the plenary session the Senators have ratified the Agreement for loan for transit Corridor in Zhambyl Oblast between Kazakhstan and Asian Bank for Development

The agreement was signed on December, 15th last year for a total sum of 173 million dollars. The loan has been given for 19 years and includes a four-year grace period. Means will be directed for construction of 98 kilometers of the road. Now competitive procedures are in progress for the Contractors’ selection on the basis of the international competitive tenders. Already in June MinTransCom plans to start Civil Works at these construction sites.

Gani Kasymov, the Deputy of the Senate of the Parliament of the RK: Japanese agency for International Cooperation, 90 68 million dollars, we coordinate it with a package for the Asian third tranche under the agreement for 183 million dollars. Or all the same, if we take loans, it will be connected with nanotechnologies, with new factories, the enterprises. We, without any fail, where there is a road, where there is something to hide, dig money, for that purpose we take loans, we cannot check quality, it appears that you do not invite bids, neither of you knows the Kazakhstan content, you do not give answers.

Ruslan Dalenov, Vice-Minister of Finance of the RK: Why the loan is chosen in the form of a source of financing? It is determined by economic feasibility calculations. This source of financing is appreciated as the cheapest one.

At the end of the session the Chairman of Senate, Kajrat Mami, has read the Senate plans for legislative provision of the problems, stated by the Head of the State. He has underlined an important role of the Parliament in governmental system. Regarding the problems, with which the Senate faced, Mami has expressed his confidence in due time poor-quality legal provision of the direction for development.
