The World Bank transport team visited Kazakhstan during November 5-15, 2019 to carry out an implementation support mission of the South West and East West Roads Projects.

The Mission team consisted of:

• Sevara Melibaeva - Senior Transport Economist and Task Team Leader;
• Haileyesus Adamtei - Senior Highway Specialist and co-Task Team Leader;
• Odil Akbarov - Social Development Specialist;
• Nurbek Kurmanaliev – Senior Procurement Specialist;
• Aliya Kim – Financial Management Specialist;
• Irina Li – Transport Specialist;
• Zhadyra Baibosynova – Program Assistant.

The WB Team visited South West Roads Project from November 5- 8, 2019 to assess the performance of the ongoing contracts of the following South West Roads Projects:

• Kurty - Burylbaital Road Section, Lots: 1 & 2 on November 5, 2019;
• Uzynagash - Otar Road Section, Lots: 1, 2 & 3 on November 6, 2019;
• Shymkent -Border of Zhambyl Oblast Road, Tunnel Section, Lot 1, on November 7, 2019

The WB team also held a meeting with Akim, Turkestan Oblast and visited the proposed site of Turkestan Bypass, on November 8, 2018.

The objectives of the WB team visit to the above to carry out site visits to various road sections under above projects (i)  to carry out the performance of the Contractors and the Engineer(s) of the above projects (ii) to evaluate the implementation of the ongoing civil works contracts of the above projects, in Almaty, Turkestan oblast, Tunnel works  in Shymkent to Border of Zhymbyl Oblast Road Section including the  compliance with environmental and social safeguards and fiduciary requirements, (iii) to discuss the new proposed Turkestan By-pass road Project.

The Mission was accompanied by representatives of the Committee for Roads of the Ministry of Industry and Infrastructural Development, Project Management Consultants, KazdorNII/Sapa SZ/KHA and AO NC KazAutoZhol, representatives of local authorities, the relevant Construction Supervision Consultants and the Contractors.  The range of meetings have been held at the construction sites, and in Nur-Sultan city, with the Committee for Roads, MIID, and KazAutoZhol to discuss the results of evaluation the implementation of on-going civil works, including performance of Contractors, disbursements, and compliance with environmental and social safeguards requirements, operability of tolling system, construction of the Tunnel in Turkestan oblast.
