In the reports on the progress of construction works in Almaty-Khorgos road section General Contractors indicated construction completion term as April 2016. However, this term, apparently, will not be met. As we know, penalties for the failure to meet time constraints under the fulfilment of obligations is mandatorily stipulated in government construction contracts. Could you please tell whose fault is disruption of construction deadline on the above-mentioned road section, and what responsibility will be held the guilty party? When will be the actual completion of construction works?

Dear Tursun, originally completion date was scheduled for April 2016. But due to the increased volume of work the parties, ie, Employer, Contractors and Engineers have signed an additional agreement to reschedule the completion of construction to November 2016.
