The Ministry of Investment and Development of the Republic of Kazakhstan is making arrangements about raising funds from the World Bank to implement the rehabilitation and reconstruction project of km 1855-2152 road section.
Balkhash – Burylbaital is a 297 km long section of republican road of “Border of the Russian Federation (to Ekaterinburg) – Almaty”. The road section is planned to be upgraded to Category I-b with 4-lane traffic.
These arrangements included a meeting with the Deputy Chairman of the Committee for Roads of MID RK Satzhan Ablaliyev and the World Bank’s International Consultant Mr. Luc Rogers held based on the results of the Balkhash-Burylbaital safety audit.
Representatives of the Administrative Police Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan have been invited to the meeting as well as NC KazAvtoZhol JSC, Kazakhavtodor RSE, KazInSt RSE, National Accreditation Center LLP, and the Project Designers.
The purpose of the audit has been to analyze the design decisions made using the iRAP methodology and develop appropriate recommendations for the organization of safer traffic.
Based on the audit results, the project was rated at 4 * (four stars), which is a fairly high estimate. “Star rating” is a simple and objective measure of determining the level of safety for motorists, motorcyclists and pedestrians. Roads with five stars mean having the lowest risk, while roads with one star the highest.
At the meeting recommended road safety measures to reduce the risk of deaths and serious injuries to road users have also been discussed. Most of the measures aimed at improving road safety have been supported and will be taken during the construction works of the road and installation of the guard rails and road signs along the roadworks. After completion of the works, during the road section commissioning it is planned to reach the highest possible estimate of 5 * (five stars).
