The Ministry of Industry actively works to strengthen control over the quality of construction and its transparency. So, today a single construction portal has already been developed and is being implemented, which will allow to accumulate all participants in the construction in a single digital environment.

The principle of operation in the system implies automatic unloading of design and estimate documentation from the portal of non-departmental expertise and registration of all construction documentation in digital form (acts, magazines, instructions).

The work in the system is built in such a way that it is impossible to accept a volume with a deviation or overstatement from the project, or to accept an unfulfilled amount of work.

Already at this stage, all building registers have been loaded into the system, modules have been launched to test experts for knowledge of building codes and technical supervision reporting.

When passing the test, the system automatically checks the authenticity of the tested specialist, thereby eliminating the fact of substitution of the test-taker, and also excludes the fact of changing the results.

Technical supervision through EDS submits monthly reports with attachment of information on the progress of construction and photographic materials. This allows GASK to carry out cameral monitoring of objects under construction.

In addition, the Ministry plans to strengthen control over the construction by the responsible state bodies by adding to the acceptance of objects for operation of the State Architectural and Construction Committee.

At present, relevant amendments to the legislation are being developed.

This measure will prevent the commissioning of low-quality facilities with construction defects.
