MIID is preparing to introduce a mandatory examination of the quality of street repairs in settlements

The methodology for determining the rating of akimats on the quality of roads is planned to be approved before the end of this year, the press service of the department reports.

In accordance with the instructions of the Head of State to improve the quality of roads, the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan has prepared a number of systemic measures aimed at strengthening control in the industry, as well as updating relevant regulations.

In particular, a draft law has been prepared on transport issues, which provides for the introduction of a mandatory examination of the quality of road repairs in settlements through the National State Enterprise “National Center for the Quality of Road Assets”, which will issue a conclusion on compliance with the standards, as well as joint and several liability of technical supervision and design organizations for the formation of defects during the warranty period.

It should be noted that today, after the roads are put into operation, technical supervision and design organizations are not responsible in case of poor-quality design solutions and defects.

At the moment, the draft law is under consideration in the Mazhilis of the Parliament of the Republic of Kazakhstan.In addition, the ministry is updating the standards themselves in the road sector, of which there are about 1200. They regulate the organization of work, quality control, content, etc. According to these documents, work is underway to process them, taking into account international experience and technologies, as well as the use of modern materials.

As an additional incentive measure, the MIID RK has developed a methodology for determining the rating of regional akimats in terms of road quality. It is planned to be approved by the end of this year.

Recall that today the length of public roads in Kazakhstan is 157 thousand km. Including 25 thousand km of roads of republican significance, 71 thousand km of local significance and 61 thousand km of roads of streets of settlements. Within the framework of the current legislation, the competence on roads of republican significance is assigned to the Ministry of Industry and Infrastructure Development together with “NC “KazAvtoZhol” JSC, local authorities are responsible for local roads and streets of settlements.
