Contractor “Copr/Seiser” plans to construct
15 out of prescribed 24 km.

Total length of road section Lot 3, where the Kazahstan-Kuwaiti company "Kopri/Sejser" works now, is 24 km. The covering will be cement concrete, i.e. till date it is up-to-date one. Its advantage is the least shift stability. The Contractor has started works in conformity with the schedule. There are certainly some backlogs, but there are works ahead of timing schedule for separate other positions. The offices for the Contractor and Engineer Service are concentrated in one building. It is very convenient.

Construction of road is planned with the length of 15 km for current year. I consider that the pace, taken by builders, will allow to master planned quantity of works, i.e. to construct these 15 km.

Subcontractor "Svyazmontazhstroi" is involved in works only for relocation of communication lines. For the section with the length 24 km the Contractor himself, i.e. Kopri/Sejser intends to execute all civil and erection works with his own forces.
At present contracts are already signed with the home producer – “Almaty factory of a metalware», standing on the advanced position in the Republic, - for delivery of pipes, slabs and other necessary building material.
The contractor will establish the crusher, the cement concrete plant. Now they are dismantled and prepare for a re-deployment. The part of equipment is already en route. We will start cement concrete covering only in the end of summer. Therefore, there is no need today to hasten with factory installation. There are other kinds of works on the agenda. For example: crusher installation, procurement of great volume of various kinds of crushed stone.
Allotment of land plot for production facilities has been carried out. A lot of time is spent for the solving of this problem since in densely populated region of the country - South Kazakhstan with allotment of land plots – it is difficult enough.
As per status for May, 13th of this year overall mobilized personnel is 251 people, 13 of which are international. There are problems with Design Specialists in this part of mobilization work. I consider that during the postcrisis period, during first years of existence of independent Kazakhstan training of these specialists has not been adequately put.

In the process of accelerating for civil works mobilization of equipment proceeds. Till date overall 79 units have been mobilized, only 3 of them belong to the Subcontractor - Open Company "Svyazmontazhstroi", which, as I have already mentioned above, performs works on relocation of communication lines.
The project, in which we work today, is very big, it is of international value. Accordingly, everything should comply with international standards. Regarding this, there is a necessity to employ international highly qualified specialists with the experience in similar projects of the international level. That is, they are not beginners in such project.

Company "Kopri/Sejser" is the joint enterprise – Kazakhstan-Kuwaiti. All mobilized equipment completely belongs to the Contractor. «Seiser» executes civil and erection works. At this site (Lot 3) 3 bridges will be constructed and 3 overpasses will be constructed at the section “Staryi Ikan village By-pass”. The road will be of the first category.

There was a problem with quarries. But till date it has been solved. Problems for allotment of land plots for construction are under solution. Company "Seiser" starts cement concrete covering. If the Contractor completely keeps within the schedule of works, by the end of September of this year the old road will be milled.

The road maintenance is also under the control. All required road signs, including restriction of speed, are established. Watering of the roadbed is regularly carried out. As for problems with the population, living along the constructed corridor, we cannot do without them. They occur almost always and everywhere. Practically it is impossible to please all and in everything. Some of them demand by-pass, others not to touch the land plots, got by encroaching, the third demand to work without dust and noise, etc. And it is reasonable. We listen to each apply of citizens and we use the best efforts for their satisfaction. It would be desirable to give one example. In the course of construction of the highway "Bishkek-Osh" in Kyrgyzstan, where it I was required to work, population expressed its discontent not only in written and oral references, but also held a meeting. When the construction was completed, having realized their errors and delusions, they went in crowds to thank builders. I think that to the same completion we will come here again - on the Shymkent earth when the results of this big work will be obvious.
