Today the meeting presided by Askar Zhumagaliev, Minister of Transport and Communications, was conducted regarding plans of Road Branch for 2012, the increase of quality of civil works and eradication of corruption in the branch. Directors of Regional Departments for Roads, RGI “Kazakhavtodor”, JSC “KazdorNII”, GI “Oblzhollaboratory” took part in that meeting.

As the Minister has mentioned, today large tasks are set before the Road Branch. Therefore, reconstruction and rehabilitation of more than 5 thousand km of highways for common use are planned in 2012. 1 thousand km of highways are planned to put into operation, including 700 km within the construction of International Corridor “Western Europe – Western China”.

According to the Minister, the work of such scale will entail definite risks, connected with the quality of the executed works and display of corruption.

So, to intensify control for the quality of works for construction and reconstruction of roads, as well as to prevent the corruptive display, the Minister instructed the Committee for Roads to establish high qualification requirements for the staff of engineering companies, and also to carry out assessment of the design institutions and companies, rendering consulting services, in association with the Agency of the RK for Construction and Housing and Communal Services.

Reporting about measures, aimed at the increase of the quality of the executed road works, Roman Sklyar, Vice Minister of Transport and Communications, informed that at present the matter of specific software support (SS) for quality control in GI “Oblzhollaboratory”.

In addition to that the Minister instructed to take a number of actions, required for eradication of conditions for existence of corruption, particularly he instructed to look into the matters of issuing the permission documents and approvals through Public Service Centers, to toughen the degrees of responsibility for quality control services while revealing the defects in road construction.

Summing up the results of the meeting, Askar Zhumagaliev again has drawn attention of the attendants to the necessity for provision of transparent mechanism of work, having mentioned that any corruptive display will be strictly stopped.

Zhumagaliev also proposed to the representatives of the Contractors to take part in revealing and stopping the facts of corruption, having assured, that none of the address will be ignored.
