Monitoring of Project “Western Europe – Western China” will be carried out by National Expert Council on Transparency and Sustainable Development (ESPUR).

At the Ministry of Transport and Communications on July 17, 2012, there was a meeting with the Parties, who signed Memorandum of Understanding and cooperation within Project Implementation “Western Europe – Western China”, namely, with the representatives of the Committee for Roads, Project Management Consultant (PMC) and Construction Supervision Consultants (CSC), as well as with Non-Governmental Organizations (NGO). They approved the team of National Expert Council on Transparency and Sustainable Development (NESPUR), the aim of which is carrying out of monitoring for the progress of Project implementation for reconstruction of International Transit Corridor “Western Europe – Western China”. The subject of monitoring are: acquisition of land; reaction for actual complaints; construction impact (dust, vibration, violation of traffic safety, safety of communities round places of works, traffic safety during reconstruction); nature protection during construction and maintenance; labour affairs (observance of labour legislation, rights of workers-migrants, compliance of Subcontractors, etc.).

For monitoring will be subjected the progress of construction works on the territory of 5 regions, where the constructed International Transit Corridor “Western Europe-Western China” passes: Aktobe, Kyzylorda, South-Kazakhstan, Zhambyl and Almaty.

International Financial Institutions (IBRD, ABD, IBD, EBRD), Ambassador of OSCE in the Republic of Kazakhstan, representative of the USA Embassy in the Republic of Kazakhstan took part in the work of the meeting. The matters have been discussed regarding financing and working plan for the activity of the established National Expert Council on Transparency and Sustainable Development.
