Reference: Construction of 700 km of roads on the territory of 4 regions of the republic was completed in the previous 2012 within implementation of the Project “Western Europe – Western China”. 4 thousand units of equipment have been mobilized by the end of 2012. The number of the staff involved in the project is overall 35 thousand people.
The length of the road section for Lot 15 or Kyzylorda By-Pass is 28.4 km. JSC “Azerkorpu” (Azerbaijan) carries out the works for this section. The plant is available in Shymkent city for manufacturing of reinforced concrete product. They have signed an agreement for supply of bitumen with Aktobe company “Limb 2” LLP. Gravel sand mix has been procured from the borrow-pit of “Zhaiylma ontustik” LLP of Zhanakorgan raion. 206 thousand tons of gravel sand mix have been procured for laying of subbase with target of 120 thousand tons. Adequate reserves of crushed stone have been also procured. Some quantity of bitumen shall be procured additionally, including one for production of asphalt concrete.
Contractor has his own asphalt concrete plant with the capacity of 160-240 tons/hour and soil mixing plant. Two crushers with the capacity of 150 tons/hour have been installed at the production base.
Acceptable conditions have been established for the working personnel. Living for 350 people has been provided in the construction camp. Site office, provided with all the required equipment and communication facilities, has been also established there. The staff has been fully provided with overalls, the required implements. Shift work has been applied at the site. Salary has been paid in time.
However, there is a backlog during construction works, for bridges in particular. At present the works are in progress for construction of only seven bridges. That is, only 23% of bridge works of total volume have been executed for overall construction period (20 months). Only 8 months have been left for execution of the rest part of works (77%) for the constructors, meanwhile not less than 20 months are required for construction of only one of the biggest bridge across Syr-Daria River.
There are problems for mobilization of special machinery and some types of equipment. The quantity is not sufficient. Backlogs for embankment fill have been connected with the absence of suitable borrow-pit and deficiency of equipment.
