The main reason of defects at “Samara – Shymkent” section between Tortkul village and Turkestan town of “Westen Europe – Western China” corridor is failurew in computer system installed in concrete placer during laying of anchors (reinforcement). In other words, at the time of cement concrete pavement construction it is impossible to detect the distance of anchor installation. As of today the Contractor “Posco Engineering” (Korea) accepted remarks of Committee for Roads MID RoK and now it is eliminating defects at its own expense. At the moment the scope of work is coming up to an end. According to the Contract clauses, MID RoK laid Contractor under an obligation to eliminate remarks independently, in case of denial the damage would have been reimbursed from the amount of Bank security.
As a remainder during road using the defects appeared at local sections. Afterwards Contractor together with representatives of Committee for Roads MID RoK, “KazDorNII” JSC, “NC”KazAutoZhol” JSC, “Kazakhavtodor” RSE, “Ontustikzhollaboratory” RSE inspected to identify the causes of defects occurance on cement concrete pavement. The primary reason during inspection was absence of anchors at local sections. While carrying out of restoring of pavement it became clear that there are anchors at all sections, but with minor deviation from stipulated design distance.
Reference: Within the framework of “Western Europe –Western China” project implementation in 2011 were commenced works at “Samara – Shymkent” section between Tortkul village and Turkestan town, where the Contractor is “Posco Engineering” company from Korea. In 2013 Contractor completed cement concrete pavement and in 2014 Contractor was carrying out works under road furniture (lighting, installation of road signs and guardrails, road marking and so on).
