How do you do! I represent "Dominos Food Systems" LLP. We produce road dowel (Bar) 500mm, 25mm diameter, in heat shrink sleeve. Our dowel has all necessary certificates and passed numerous tests in KazDorNII (conclusions available). During eight months, we have been negotiating with the Contractors of Almaty-Khorgos road, namely, Dogush & Gulsan (Turkey), and Todini Impregilo (Italy). We have repeatedly passed our samples that were awarded high scores, and voiced the prices that were the lowest among competitors. Price per unit of dowel with thermo-hydro-insulating coating is 400 tenge. Both companies were hinting us transparently avout "additional conditions, kickbacks, etc." And representative of the Turkish company, Mr. Hakan Okber informed us that our dowel with a price of 400 tenge is approved and that we can conclude a contract. We were surprised when we found out (post factum) that both Italian and Turkish companies have signed contracts for the supply of dowel of lower quality at a higher price (450 and 440 tenge per unit dowel respectively). In this regard, I would like to ask a question to the project beneficiaries, government officials in charge of this project: When having cheaper and more qualitive product (dowel of Bar), why do companies constructing roads of "Western Europe-Western China" corridor, which has enormous strategic, political international importance, promote appreciation of this important project, with a deterioration in quality? This question is not "unfounded" and if necessary, I can provide documentary evidence and name the heads of road construction companies with whom I contacted.
